EXPECT MORE FOREIGN ETFs ON BURSAMALAYSIA

Bursa Malaysia Bhd (KL:BURSA) has entered into a memorandum of understanding (MOU) with Shanghai-based Fullgoal Asset Management (HK) Ltd and financial services provider CGS International Securities Malaysia Sdn Bhd. This collaboration aims to facilitate the listing of foreign-underlying exchange-traded funds (ETFs) on Bursa Malaysia.

Announced at the Asean Business Forum 2025, this tripartite partnership is designed to expand investment opportunities for Malaysian investors and improve their access to international markets.

In a Thursday statement, Bursa Malaysia highlighted that this initiative aligns with its broader strategy to bolster the local ETF ecosystem. These strategies include developing the ecosystem, engaging stakeholders, and educating investors—such as through the ETF Challenge, which seeks to boost public awareness and retail investor participation.

Currently, Bursa Malaysia offers 17 ETFs managed by six fund managers, with total assets under management (AUM) around RM2.4 billion.

Bursa’s CEO, Datuk Fad’l Mohamed, stated, “This collaboration marks a significant step in broadening Malaysia’s ETF landscape, providing investors with increased diversity and access to global opportunities. It also strengthens Bursa Malaysia’s role as an investment gateway connecting Malaysia to global financial markets.”

Fullgoal HK, founded in 2012, is a wholly owned subsidiary of Fullgoal Fund Management Company Limited, based in Shanghai. The firm offers a wide range of strategies, including All-China equities, fixed income, and quantitative equity investments. Fullgoal Fund manages over US$230 billion (approximately RM972.65 billion) in assets.

CGS International Securities Pte Ltd is an integrated financial services provider offering services such as equities trading, wealth management, investment banking, research, shariah-compliant financing, and structured products. Operating in more than 15 countries and regions, CGS leverages both global and ASEAN market insights.

Ms Carol Fong, Group CEO of CGS International Securities Group, said: “CGS International is honoured to bring our investment management, research, and distribution capabilities to this partnership to facilitate the cross-listing of ETFs on Bursa Malaysia, with Fullgoal HK. In the past two years, we have collaborated with Fullgoal HK on two ETFs in Singapore, which offer the local investors unique opportunities to invest in markets and sectors that are hard to access. We are excited to bring more ETFs to Malaysian investors, fulfilling our aim of making investing more accessible to the masses.”
